Since installing the Water Tank in Henya, some of the local houses have been able to run water from the Tank to their own homes.  Obviously the houses close to the tank are getting plenty of water, but the houses of some distance and only getting a trickle.  OIAL raised the Tank onto a tower in order that these houses will then be able to get a good flow of water to their homes.
